The city hereby grants to the Ohio Water Service Company the right, franchise and privilege to furnish public water service and water for fire protection to the city, its residents and water consumers, and consents to the company installing, operating, repairing, relocating and replacing water mains, appurtenances and water work facilities in the streets, lanes, alleys and squares of the city.
