Except for one and two-family dwellings, every owner or occupant of abutting lots and lands on any public thoroughfare or street in the city whose driveway aprons do not comply with § 1028.01 shall, within 60 days after receiving written notice from the Director of Public Service, cause driveway aprons to be constructed and thereafter maintained in accordance with this chapter.
