§ 150.03 GENERAL DESIGN GUIDELINES WITHIN THE KIRKLIN MAIN STREET DISTRICT.
   The Kirklin Town Council that exterior improvements and signage within the Kirklin Main Street Downtown Area as defined by the boundaries along US 421/Main Street from Monroe Street to Jefferson including one block east and west on Madison Street:
   (A)   The Kirklin Economic Development Plan provides general recommendations for the improvement of architectural assets and aesthetic qualities for the Main Street District.
   (B)   All work on the construction, alteration and repair of buildings and other structures shall be performed in a good and workmanlike manner according to accepted standards and practices in the trade.
   (C)   All materials, including signage, must be conducive to the aesthetic and historical intent on the corridor.
   (D)   Nothing in this section shall be construed so as to prevent the ordinary repairs and maintenance of any building, structure, or site, provided that such repairs or maintenance do not result in conspicuous change of the structure.
   (E)   Any property owner or other interested party desiring changes in the exterior appearance of buildings within the Main Street District shall consult with the Kirklin Town Council prior to making such changes.
