It is the purpose of this subchapter to ensure the public health, safety, and general welfare by providing controls on the removal and disposal of abandoned and junk motor vehicles. Among other reasons, this subchapter is necessary to prohibit abandoned and junk vehicles from being disposed of by leaving them on public or private property.
