The regularly scheduled meetings of the Town Council shall be at 7:00 p.m. on the second Monday of the month. Special meetings shall be held on the call of the Town Council President, or on such other call as may be provided for by the rules. A majority of all the members shall constitute a quorum. It shall require a majority vote of all the members to pass an ordinance. Whenever it is required that any ordinance or resolution shall be passed or other action of the Council taken by a two-thirds vote, such requirement shall be construed to mean a two-thirds vote of all the members. All meetings of the Town Council shall be public.
