(A) Whenever, in the opinion of the Marshal, a stopped, standing, or parked vehicle in violation of the provisions of this traffic code constitutes an immediate hazard to the safety of citizens or flow of traffic, the Marshal may have said vehicle towed from such position of danger to a containment area and the expense of such towing and storage, if any, shall be borne by the owner of said vehicle.
(B) The Marshal is hereby authorized to move or cause to be moved and properly stored, at the owner’s expense, any vehicle improperly parked, parked overtime, or abandoned if, after reasonable effort, the owner or operator of such vehicle cannot be found or refuses or fails, upon proper notification, to move such vehicle.
(C) Vehicles that have two or more outstanding violations of 60 days or more delinquency shall be subject to be towed, at the owner’s expense, to a secure facility and held in such facility until the delinquent violations have been satisfied.
(D) (1) No person shall stop, stand, or cause to be parked an unattached trailer of any variety on any public street, alley, or roadway in a residentially zoned alley except for vehicles when used in conjunction with public utility repairs or maintenance with their utilities.
(2) Exceptions may be granted on a temporary basis for street booths and concessions when in conjunction with an approved activity also exempted.
