No procession or parade containing 50 or more persons or 25 or more vehicles except the Armed Forces of the United States, the military forces of this state or the forces of the Police Department, shall occupy, march, or proceed along any street except in accordance with a permit issued by the Marshal. Request for said permit shall be made no less than two working days preceding said event.
