The Council shall have placed and maintained official traffic-control devices to make the provisions of ordinances effective, and may place and maintain such additional official traffic-control devices as the Council may deem necessary to regulate, warn, or guide traffic under the traffic ordinances of this town or the State Vehicle Code.
