§ 70.18 CERTAIN NONMOTORIZED TRAFFIC TO OBEY TRAFFIC REGULATIONS.
   Every person propelling any push cart upon a roadway shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle by this title and by the rules of the road portion of the State Vehicle Code, except those provisions which by their very nature can have no application.
