§ 32.61 MEMBERSHIP, TERMS, OFFICERS.
   (A)   Commission membership. The Commission shall be comprised of seven members. Five at large members shall be residents of the village, one member shall be actively serving on the Village Board, and one member shall be the Director of Public Works for the village. The Chair shall be a member actively serving on the Village Board.
   (B)   Term of office. The term of office for all members, including the Chair, shall be for one year.
   (C)   Vacancy. Any vacancy shall be filled by appointment by the initial appointing authority with the consent of the Village Board, but only to the unexpired portion of the vacated term.
   (D)   Chair. The Chair shall be appointed by the President with the advice and consent of the Village Board in May of each year. It shall be the duty of the Chair to conduct all meetings of the Commission and to represent the Commission at Village Board meetings as from time to time may be necessary.
   (E)   Vice Chair. The Commission shall elect a Vice Chair from among its membership at the first meeting of each year.
   (F)   Secretary. The Village Clerk or appointed Village Trustee shall serve as Secretary and maintain minutes and records of regular and special meetings and regularly provide such records to the Village Board.
