The Commission shall serve only in an advisory capacity to the Village Board and shall comply with all applicable provisions of state statutes and this code, and shall have the following powers and duties:
(A) To develop a mission statement for the Community Center that shall be submitted to the Village Board for its comment and approval or revision;
(B) To recommend changes to the mission statement from time to time for consideration by the Village Board for its comment and approval or revision;
(C) To regularly evaluate all aspects of the programs and offerings of the Community Center consistent with the mission statement for the Community Center;
(D) To provide to the Village Board any operational or governance recommendations for use of the Community Center including, but not limited to, recommendations for hours of operation, rental and user fees, or other operational matters referred to or identified by the Commission;
(E) To assist, in an advisory capacity, the Village Board in the promotion and use of the Community Center consistent with its mission statement;
(F) To promote and facilitate interaction among organizations and groups who utilize the facilities of the Community Center;
(G) To prepare a written report to the Village Board at the end of each calendar year, that at a minimum, contains the following information:
(1) An evaluation of the programs and policies governing the use of the Community Center. At a minimum this evaluation should take into consideration how the various programs and activities in the Community Center relate to other commercial and educational programs in surrounding areas and how well the Community Center is performing consistent with its mission statement;
(2) A recommendation to the Village Board of any necessary short and long-term capital expenditures, capital improvements, and other facility needs of the Community Center;
(3) A recommendation to the Village Board regarding any changes to the offerings or operations of the Community Center;
(4) A recommendation to the Village Board regarding future budget considerations for the Community Center including a basis for such recommendation; and
(H) To consider, evaluate, and make recommendations pertaining to any Community Center issue at the request of the Village Board.
