As a condition of approval of a final plat of subdivision, a planned unit development or the issuance of a building permit, each subdivider shall be required to dedicate land for school purposes, make a cash contribution in lieu of a land dedication, or a combination of both. The village shall determine whether a land donation, cash donation or combination of both is required with the concurrence of the school district. The donation shall be made in accordance with the following criteria.
