The intent of the Conservancy District is to identify, in undeveloped areas, the location of soils which have a high probability of imposing development difficulties for urban-type developments. The delineation and interpretation of soil conditions is based upon soils information provided by the U.S. Department of Agriculture, Soils Conservation Service. Where a developer or owner can demonstrate that either on-site soils tests show that the soils are adequate to accommodate the type of development contemplated; or development plans clearly indicate that construction methods will overcome any inherent soil difficulties, the parcel in question should be rezoned to a district consistent with the uses indicated on the Master Plan Map.
