§ 154.076 B-1 GENERAL COMMERCIAL DISTRICT.
   (A)   Permitted uses. The following uses are permitted:
      (1)   Residential uses that are located on the second story or higher of a structure housing a business or shopping facility permitted in this district;
      (2)   Appliance sales and repair;
      (3)   Art galleries and studios;
      (4)   Bakery shops, beauty parlors, chiropody, massage or similar personal service shops;
      (5)   Banks and financial institutions, including drive-in teller facilities;
      (6)   Beauty shops;
      (7)   Bicycle shops;
      (8)   Book and stationary stores;
      (9)   Bowling alleys;
      (10)   Camera and photographic supply shops;
      (11)   Candy and ice cream shops;
      (12)   Carpet, rug and linoleum stores;
      (13)   China and glassware stores;
      (14)   Clubs and lodges, but not including gun clubs;
      (15)   Cocktail lounges;
      (16)   Coin and stamp stores;
      (17)   Costume rental shops;
      (18)   Currency exchanges;
      (19)   Custom dressmaking, millinery, tailoring or shoe repair shops, when conducted for retail sale on the premises only;
      (20)   Department stores;
      (21)   Drug stores;
      (22)   Dry goods stores;
      (23)   Dry cleaning and pressing establishments, when using nonflammable cleaning agents approved by the Fire Chief;
      (24)   Electrical appliance stores and repairs, but not including appliance assembly or manufacturing;
      (25)   Employment agencies;
      (26)   Florist shops and conservatories for retail trade on the premises only;
      (27)   Food, meat and fruit stores;
      (28)   Frozen food stores and food lockers;
      (29)   Funeral parlors;
      (30)   Furniture store and upholsterers, when conducted as a part of the retail operation and secondary to the main use;
      (31)   Furrier, when conducted for retail trade on the premises only;
      (32)   Gift shops;
      (33)   Government offices;
      (34)   Grocery stores;
      (35)   Hardware stores;
      (36)   Haberdasheries;
      (37)   Hobby stores;
      (38)   Household appliance stores and repair;
      (39)   Interior decorating shops, including upholstery and making of draperies, slipcovers and other similar articles, when conducted as a part of the retail operations and secondary to the main use;
      (40)   Jewelry and watch repair shops;
      (41)   Launderettes, automatic self-service types or hand laundries;
      (42)   Leather goods and luggage stores;
      (43)   Libraries;
      (44)   Loan offices;
      (45)   Locksmiths;
      (46)   Mail order establishments;
      (47)   Musical instrument sales and repair, retail trade only;
      (48)   Newsstand;
      (49)   Offices, business and professional, medical clinics;
      (50)   Optician, optometrist;
      (51)   Orthopedic and medical appliance stores, but not including the assembly or manufacture of such articles;
      (52)   Package liquor stores;
      (53)   Paint and wallpaper stores;
      (54)   Parks and open spaces;
      (55)   Parking lots, open and other than accessory, for the storage of private passenger automobiles, and subject to the provisions of §§ 154.125 through 154.132;
      (56)   Pawn shops;
      (57)   Pet shops, but not including animal hospitals;
      (58)   Photography studios;
      (59)   Picture framing, when conducted for retail trade on the premises only;
      (60)   Postal substations;
      (61)   Public utility collection offices;
      (62)   Restaurants, tearooms or cafes, when the establishment is not of the drive-in type;
      (63)   Sewing machine sales and service;
      (64)   Shoe and hat stores;
      (65)   Signs, as permitted in §§ 154.145 through 154.150;
      (66)   Sporting goods stores;
      (67)   Taverns;
      (68)   Taxidermist shop;
      (69)   Telegraph offices;
      (70)   Telephone exchanges;
      (71)   Telephone outdoor;
      (72)   Tobacco shops;
      (73)   Toy stores;
      (74)   Travel bureau and transportation ticket office;
      (75)   Typewriter and adding machine sales and service;
      (76)   Variety stores;
      (77)   Village administrative offices and functions; and
      (78)   Accessory uses, including off-street parking and loading facilities as permitted or required in accordance with the provisions of §§ 154.125 through 154.132.
   (B)   Special uses. Special uses may be allowed as per §§ 154.160 through 154.166.
   (C)   Conditions of use. All uses permitted in this District shall be commercial establishments dealing directly with consumers, or residences located on the second story or higher of a structure housing a business or shopping facility permitted in this District and otherwise meeting the standards for residences permitted in this District, and shall be subject to the following conditions:
      (1)   All business, servicing or processing, except for off-street parking and loading, shall be conducted within completely enclosed buildings.
      (2)   There shall be no manufacture, processing or treatment of products other than those which are clearly incidental and essential to the business conducted on the same premises.
      (3)   Such uses, operations or products shall not be objectionable due to odor, dust, smoke, noise, vibration or other similar causes.
      (4)   When business uses are located adjacent to residence districts, adequate fencing or screen planting shall be provided along all adjacent lot lines or alleys or driveways and all lighting shall be installed so as to be directed away from the residence district.
      (5)   Residential uses are not permitted on the first floor or below of any structure in this District. Residential uses existing on the first floor or below of any structure in this District as of the date of this amendment shall be permitted only until either the transfer of the property to another owner or damage or destruction to the property occurs as described in § 154.184, which ever occurs first, at which time such residential use will not be permitted.
   (D)   Off-street automobile parking facilities. Automobile parking facilities shall be provided as permitted or required in §§ 154.125 through 154.132.
   (E)   Lot size. No minimum required.
   (F)   Yard areas. No minimum yards shall be required.
   (G)   Maximum floor area ratio. The maximum floor area ratio for a building or buildings on a zoning lot, including accessory buildings, shall not exceed 2.0.
