§ 154.003 RULES OF CONSTRUCTION.
   In the construction of this chapter, the rules and definitions contained in this section shall be observed and applied, except when the context clearly indicates otherwise.
   (A)   Words used in the present tense shall include the future; and words used in the singular number shall include the plural number and the plural the singular, where the context requires.
   (B)   The word SHALL is mandatory and not discretionary. The word MAY is permissive.
   (C)   The word LOT shall include the words PIECE, PARCEL and TRACT; and the phrase USED FOR shall include the phrases ARRANGED FOR, DESIGNED FOR, INTENDED FOR, MAINTAINED FOR and OCCUPIED FOR.
   (D)   All measured distances shall be to the nearest integral foot; if a fraction is one-half foot or less, the integral foot next below shall be taken.
   (E)   Any words not defined as set forth in § 154.006 shall be construed in their general accepted meanings as defined in the most recent publication of Webster's dictionary.
