§ 154.002 INTENT AND PURPOSE.
   (A)   This chapter is adopted for the following purposes:
      (1)   Promoting the public health, safety, comfort, morals, convenience and general welfare;
      (2)   Securing adequate natural light, pure air and safety from fire and other dangers;
      (3)   Lessening or avoiding the hazards to persons and damage to property resulting from the accumulation of runoff of storm or flood waters;
      (4)   Lessening or avoiding congestion in public streets and highways;
      (5)   Conserving the value of land or buildings in the village; and
      (6)   Preserving and enhancing aesthetic values in the village.
   (B)   The intent of this chapter is to: divide the village into districts for the purpose of classifying, regulating and restricting the location of trades, industries and commercial enterprises; to regulate the location of buildings arranged, intended and designed for specific uses; to regulate and limit the height and bulk of buildings hereafter erected; to classify, regulate and determine the area of front, rear and side yards, courts and other open space about buildings; to regulate and limit the intensity of the use of the land and lot areas within the village; to create a board of zoning appeals; to define certain terms in this chapter; to provide penalties for its violation; and to designate the time when this chapter shall take effect.
