(A) It shall be unlawful for any person, except those expressly exempted in this subchapter, to engage in the business or activity of solicitation in the village without having first applied for, obtained, and maintained a valid solicitor's permit as hereinafter provided. A permit shall not be issued to any person under 16 years of age.
(B) Each person issued a permit shall prominently display the solicitation permit issued hereunder on his or her person while so soliciting within the village.
