(A) It shall be unlawful for any owner of any dog or cat to permit the dog or cat to defecate on any street, sidewalk, alley or public place in the village, or on any private property, other than that of the owner of the dog or cat. Such defecation is hereby declared to be a nuisance.
(B) If any dog or cat shall defecate in violation of this section, the owner or person having control of the dog or cat shall immediately clean up and remove the defecation.
