It shall be the duty of the Superintendent at the time application as herein required is made, to enter in a book to be kept for that purpose the statements and representations of the applicant as to places, location, kind and extent of the connection to be made, the purpose for which the water is to be used, and all the plumbing and plumbing work in any manner or way connected therewith as by this chapter required of the applicant to be given specifically and in detail.
