§ 52.16 METERS.
   (A)   (1)   All buildings using the public waterworks and sewerage works shall have a water meter furnished by the village, installed in a location that has easy access for reading, maintenance and replacement, except mobile homes located within a tract required to be licensed as a mobile home park.
      (2)   Each mobile home park required to be licensed by the State of Illinois pursuant to 210 ILCS 115/3, shall have a water meter furnished by the village installed in a location that has easy access for the reading, maintenance and replacement.
   (B)   The Superintendent or his or her authorized representative shall be permitted entry to buildings using the public waterworks and sewerage works to read all water meters used in the village at such reasonable times as necessary to determine billing charges for water and sewer service.
   (C)   The village will remove and test water meters if requested by a waterworks and sewerage works user upon receiving payment of a $5 testing fee. If the tested meter is not within 3% of accuracy, the village will repair or place the meter at no additional cost and refund the $5 testing fee to the user.
