Nothing herein contained shall prevent the village from changing or altering the provisions hereof, and the village shall have and retain authority from time to time to alter, change, increase, decrease or improve the system and plant, or any part or portion thereof, or to establish or prescribe new or different rates, rents, regulations or provisions concerning the use of the water or the water system or plant or to change the source of supply, or to alter, amend, change or repeal the provisions of this chapter.
