The system of water supply and distribution heretofore established, built and constructed by the village is hereby continued as the property of the village and under its control, jurisdiction and management. The system and plant shall, at all times, be maintained, repaired, altered, changed, controlled and extended under the authority and ownership of the village. The system shall be under the jurisdiction of the Superintendent of Public Works as established herein.
