The village developed the program in an effort to battle identity theft. The program was developed with oversight and approval of the Village President and Village Board. After consideration of the size and complexity of the village's operations and customer account systems, and the nature and scope of the village's activities, the Village President and Village Board determined that this program was appropriate for the village, and therefore approved the program on March 2, 2009.
