§ 32.51 PART-TIME POLICE - ESTABLISHMENT; APPOINTMENT; POWERS AND DUTIES; UNIFORMS.
   (A)    Establishment and composition. There is hereby established a unit of part-time police officers which unit shall consist of a sufficient number of such officers to serve the village as determined by the Chief of Police. Such officers and unit shall be known and may be referred to for all purposes as “part- time police officers”. Part-time police officers shall be members of the village's regular Police Department and shall be considered “conservators of the peace” as defined by state law.
   (B)   Appointment; qualifications; training.
      (1)   Part-time police officers shall be appointed by the Chief of Police. Kirkland part-time police officers shall serve at the pleasure of the Mayor, and may be removed at the discretion of the Mayor with or without notice and with or without cause. Prior to the appointment, each applicant shall be fingerprinted and such fingerprints shall be submitted to the Federal Bureau of Investigation or some other source of criminal history information, as determined by the Chief of Police, for review of the applicant's history. Each part-time police officer shall meet the following minimum qualifications:
         (a)   Be at least 21 years of age.
         (b)   Reside within a 100 mile radius from the corporate limits of the village.
      (2)   Each part-time police officer shall be trained under the Intergovernmental Law Enforcement Officer’s In-Service Training Act in accordance with the procedures for part-time officers established by the Illinois Law Enforcement Training Standards Board prior to assuming the duties as set forth in division (C) of this section. Nothing contained herein shall prohibit an officer who has been trained as a full-time officer from being appointed as a part-time officer for the village.
   (C)   Duties. Part-time police officers shall be subject to the direction and control of the Chief of Police and shall have the power to arrest and serve warrants and all other police powers in accordance with Illinois statutes and § 32.47.
   (D)   Limitation of hours. Each part-time police officer, as defined at 20 Ill. Administrative Code § 1770.102 b), who is employed by the village and any other unit or units of local government shall work a total of 1,560 hours or less per 12 month period beginning on January 1 of any calendar year. This limitation on the number of hours worked shall not apply to full-time police officers, as defined at 20 Ill. Administrative Code § 1770.102 b), who are working part-time hours for the village.
