The Treasurer shall annually, within time required by law or ordinance, make out and file with the Village Clerk a full report of all receipts and expenditures of the corporation, as shown by his or her books and all his or her transactions as such Treasurer during the preceding fiscal year; and he or she shall, in such report, show the state of the Treasury at the close of such year, which report the Clerk shall cause to be published without delay.
