(A) Meeting place. All meetings of the Village Board of Trustees shall be held in the Village Hall, located at 511 W. Main Street, Kirkland, Illinois.
(B) Regular meetings. All regular meetings of the Board of Trustees shall be held in the Village Hall on the first and third Mondays of each and every month at the hour of 7:00 p.m., unless otherwise ordered by the Board of Trustees, and adjourned meetings may be held for the purpose of completing the unfinished business of the regular meeting at such times as may be fixed by the Board of Trustees. The Board of Trustees may, by vote taken at the first meeting of any month, cancel the second meeting of that month upon a finding that the second meeting is not necessary.
(C) Special meetings. The Village President or any three members thereof may call a special meeting of the Board of Trustees as by law provided. This call shall be in writing and delivered to the Village Clerk, who shall thereupon file the same in his or her office and make copies thereof. The Village Clerk shall thereupon either place a copy of the call in an envelope addressed to the home address of the recipient with postage prepaid and thereupon said envelope be placed in the U.S. mail, or a copy of the call shall be personally delivered by the Village Clerk or the Chief of Police to the recipient. A copy of the call shall be delivered as herein provided to the Village President and to each member of the Board of Trustees, except the persons making the call. Personal delivery may be made by leaving the copy at the place of residence or usual place of abode of the recipient. In any event, personal delivery must be made at least ten hours before the time of the special meeting. For delivery by mail to be effective, the envelope must be postmarked at least three days before the date of the meeting.
(D) Quorum. A majority of the Trustees elected to the Board of Trustees shall constitute a quorum for the transaction of business, but a smaller number may adjourn from time to time until a quorum can be secured for a meeting.
(E) Penalty for nonattendance. If the Village President, Village Clerk or any member of the Board of Trustees shall, without just cause, wilfully refuse to attend six or more regular or special meetings of the Board of Trustees of which notice, as required by law, has been given during any 12-month period, then upon motion of any member of the Board of Trustees, and a majority vote of the Board of Trustees, the nonattending individual shall be deemed to have forfeited his or her office and the same declared vacant and shall be filled as in other cases of vacancies.
