(A) Powers and functions. The President of the Board of Trustees shall be the chief executive officer of the village and shall attend all the meetings of the Board of Trustees and preside over them. He or she shall have the authority to assign to any officer of the village the duty of enforcing any ordinances or performing any municipal function or duty which is not specifically assigned to any particular officer; and whenever the ordinances are not clear as to which of two or more officers or departments have the duty of performing certain acts of enforcing certain ordinances, the President of the Board of Trustees shall designate the particular officer or department to do so.
(B) Appointments of officers. At the first regular meeting of the Board of Trustees in each fiscal year or as soon thereafter as is practicable, the President by and with the approval of the Board of Trustees, shall appoint the following officers, who shall hold their respective offices at the will of the President by and with the approval of the Board of Trustees:
(1) Chief of Police;
(2) Village Auditor;
(3) Village Attorney;
(4) Superintendent of Public Works;
(5) Village Treasurer; and
(6) Zoning Administrator.
(C) General duties. The Village President shall perform all the duties required of him or her from time to time by law and by the ordinances of the village. He or she shall supervise the conduct of the officers of the village, examining the grounds for all reasonable complaints made against any of them, investigate all their misconduct and neglect of duty and take such steps for their punishment or dismissal of office, whenever found to be guilty of misconduct or neglect of duty or incompetency, as the interest of the village may require and in the manner prescribed by law. He or she shall see that all ordinances are properly enforced and shall supervise the corporate business and affairs of the village and see that its interests are in all cases properly protected and taken care of.
