Not to exceed one-twelfth of the annual estimated charge for residential service or one-sixth of the annual estimated charge for all other service, or $50, whichever is the greater. After the customer has paid bills for service for 12 consecutive months without a delinquency, the deposit plus any accrued interest will be refunded to the customer.
