The Council of the city, with assistance from the City Supervisor shall establish what recyclable items shall be collected and shall determine the manner of collection and days of collection. Said Council is authorized to establish all guidelines required in regard to this process and to make the public aware of such guidelines. Should any costs be required of those individuals participating in the recyclable collection, the Council is authorized to set said costs and charges.
