§ 96.04 CERTIFICATE.
   Each applicant who appropriately applies and provides the necessary information to the City Clerk shall be furnished a certificate indicating that he or she has registered and showing the date such yard sale or the like is authorized and the authorized site of said sale. Each applicant shall have at the sale the registration certificate and the same shall be exhibited by such registrant whenever he/she is required to do so by any police officer or by any other authorized personnel. No applicant shall be issued a certificate for such sale in his/her name for sales exceeding two days in any one calendar year. The certificate issued may be for four one day sales or two two day sales or whatever arrangement of four days of sales the applicant may request, but in no circumstance shall certificate(s) be issued for more than a total of four days of total days of sale per year. No person shall individually receive a certificate for a sale which exceeds a cumulative of four days in each calendar year. Further, the site of the sale may have a certificate(s) for only a cumulative of four days in any one calendar year and no site shall be the location of a sale which exceeds this time limitation. No certificate shall be issued to any applicant who has an outstanding unpaid fine in regard to prior violations of this chapter and such certificate shall be withheld until such outstanding fines are paid in full.
