(A) The Post Office has requested that the property within the city be numbered for mail delivery purposes. The Council of the city finds that the numbering of and the displaying of numbers upon property for location purposes would be beneficial to the municipality.
(B) All real estate located within the limits of the municipality shall be given a number identifying the specific residence or building located upon said real estate as located upon specific streets and all of said assigned numbers shall be displayed upon residences and buildings located within the municipality.
