If any sidewalk is blocked by any such work, a temporary sidewalk shall be constructed or provided which shall be safe for travel and convenient for users. Whenever any section of sidewalk is broken or busted during the course of excavation, tunneling or the removing and resetting of poles, then the complete section of the sidewalk so broken or busted will be replaced in such manner and form as to be equal (or better) to the quality and quantity of the section replaced.
