(A) The Supervisor of City Services shall have the right to make all necessary changes at the roadway construction site as may be necessary due to specific circumstances that may arise following the beginning of said construction, provided that said changes are minor changes in regard to this subchapter.
(B) Should the Supervisor find that major changes are required due to specific circumstances in the construction of said roadway, said Supervisor shall present said major change to the Council of said municipality for approval in the engineering design of the change as required.
