§ 94.02 SPECIFICATIONS FOR SIDEWALK CONSTRUCTION AND RENEWAL.
   (A)   Generally.
      (1)   All applicable provisions of the general conditions and other portions of the contract documents are a part of and govern work under this section.
      (2)   (a)   All work shall be the responsibility of the general contractor.
         (b)   The work in this contract shall, in general, consist of, but not be limited to, the following:
            1.   Formwork;
            2.   Poured in place concrete; and
            3.   Tear out old walks and dispose of them in a workmanlike manner.
   (B)   Cement. Cement shall be air entrained portland cement-Type 1A.
      (1)   Aggregates.
         (a)   Fine aggregates. Sand shall consist of grains of sand, free from deleterious material; and
         (b)   Coarse aggregate. Shall be hard, durable, uncoated crushed stone.
      (2)   Mixing water. Water shall be clean, taken from a source suitable for domestic use.
   (C)   Concrete reinforcement.
      (1)   Reinforcement. Reinforcing shall meet the following requirements:
         (a)   Welded wire fabric reinforcing. Steel wire shall be spot welded at intersections and of size indicated. No. 10 gauge, six by six inch wire mesh shall be used as shown on prints; or
         (b)   Fiberglass reinforcing.
            1.   In the alternative, the concrete shall be mixed with fiberglass.
            2.   The ratio of the mixture shall be one pound of fiberglass per one yard of concrete.
   (D)   Mixing concrete.
      (1)   General. Except as otherwise specified, concrete shall be ready-mixed or job mixed at the contractors option, and with the requirements of the American Concrete Institute Building Code.
      (2)   Job-mixed concrete. Mix all concrete in an approved, batch type, mechanical mixer equipped with water measuring and timing devices.
      (3)   The city will require six tests, three cylinders each, at city time scheduling and at contractors expense for every 40 yards of concrete.
   (E)   Transporting concrete. Concrete shall be conveyed from mixer to place of final deposit by the most expedient means to avoid separation of aggregates, setting of mixture of loss of material.
   (F)   Concrete formwork. All forming work is to comply with recommended practice of concrete forming.
   (G)   Relocations.
      (1)   The city will remove all parking meters where sidewalks are to be placed.
      (2)   The city will furnish three-inch sleeves to be anchored and installed in concrete by the contractor.
      (3)   The contractor will work with the water company, gas company, city or any utility company, for raising or lowering meters, values, lines and the like.
   (H)   Strength and consistency.
      (1)   Strength.
         (a)   Except as otherwise specified, concrete shall have the compressive strength at seven days and 28 days.
         (b)   Compressive strength of all concrete, for all walks, shall be 3,500 pound concrete.
      (2)   Exposed concrete. Exposed concrete, all walks, shall contain 5%, plus or minus one, entrained air through the use of air intrained cement, or an air entrained admixture conforming to A.S.T.M.
      (3)   Required. All concrete to be 3,500 pound concrete.
   (I)   Removal of forms. Forms shall be removed in a workmanlike manner, so not to chip or damage concrete in any way.
   (J)   Concrete walks.
      (1)   Concrete walks shall consist of poured concrete, four inches minimum depth, with a broom finish across the short direction of walk with tooled edge.
      (2)   The concrete shall be screened to proper elevation. While concrete is still plastic, the surface shall be floated with wood, cork or metal float.
      (3)   The subgrade shall be uniformly grazed and four inches of clean three-fourths-inch stone.
      (4)   Provide one-half inch expansion (one-half inch by four-inch asphalt) at entrance platforms, steps, intersection, with driveway or street sidewalks, and at the changes of walk widths.
      (5)   A ramp of a maximum height of 30 degrees must be at all crosswalks and said ramp shall be one and one-half times the width of a wheelchair or the width of the sidewalk, whichever is greater.
   (K)   (1)   Below are design drawings, which more accurately, by picture, explain and illustrate specific requirements of this subchapter for all sidewalks built or renewed within the municipality, and said drawings shall be adhered to as though they are set forth in writing within this subchapter.
      (2)   The Supervisor of City Services shall have the authority to alter the design on specific requirements of this subchapter upon his or her determination that abnormal circumstances exist.
