(A) From 8:00 a.m. to 4:00 p.m. on Monday through Friday of each week, vehicle parking for any vehicle shall be limited to a two-hour period, with the exception of those vehicles included in the exclusions herein after named. No vehicle shall be parked upon Brown Avenue during the specific times of 8:00 a.m. to 4:00 p.m. Monday through Friday longer than two consecutive hours. The owner of any vehicle parked upon Brown Avenue during said specified period for a term extending longer than two consecutive hours shall be in violation of this schedule, unless said parking shall be included within the exclusions herein after provided.
(B) Vehicle parking hours on Brown Avenue within the municipality shall be in effect only from 8:00 a.m. to 4:00 p.m. on Monday through Friday of each week and shall not be effective from 4:00 p.m. through 8:00 a.m. Monday through Friday nor shall they be effective on Saturday or Sunday. There is further excepted from the parking hours hereinbefore provided any and all legal holidays, which said legal holidays shall be defined as those days set aside and named as state holidays by the state. There is further excepted from said parking hours, Thursday through Sunday of the Preston County Buckwheat Festival.
(C) There is further excepted and excluded from the vehicle parking hours hereinbefore set forth all vehicles titled in the name of or used by property owners and/or residents who live on property which abuts to Brown Avenue. Further there is excepted and excluded from said vehicle parking hours, any and all vehicles titled in the name of or used by any guests of the residents and property owners. Further, vehicles titled in the name of or used by any members of the city’s Volunteer Fire Department, a non- profit corporation owning property abutting to Brown Avenue, shall be excepted and excluded from said vehicle parking hours.
(D) Any individual who parks a vehicle on Brown Avenue in excess of the time limit herein established within this schedule and who is not included in any of the exceptions, is found to be in violation of this schedule and shall be fined the amount of $50 for each offense violating this schedule.
