§ 78.28 WRITTEN VARIANCES FOR PARKING.
   In the case where obtaining off-street parking provides an extreme hardship to a vehicle owner, the Chief of Police of the city is authorized to grant a variance to the individual with such a hardship case after an inspection of the premises of said individual by the Chief of Police and the City Council member from that ward, and an approval of a variance by both Council member and Chief of Police said variance to be granted in writing, provided that upon the declaration of a snow emergency period by the Mayor of the city the variance will be temporarily null and void and any such individual having such a variance will have to remove his or her vehicle from the streets under the instructions promulgated by the Mayor for the snow emergency period.
