§ 78.06 HOURS OF OPERATION.
   Said parking meters shall be operated in said parking meter zones every day between the hours of 9:00 a.m. and 5:00 p.m.; provided, further that Saturdays, Sundays and holidays shall be excepted, the term HOLIDAYS to be those days designated by the Congress of the United States, or the President of the United States, or the Legislature of the state.
