The said Board of Water Commissioners shall have full and complete supervision, management and control of the municipal waterworks system of said city, including the administration, maintenance, operation and extension thereof. Any contracts for construction or purchase involving the sum of $10,000 or more, and all contracts for fuel or electricity extending over a period of 12 months or more shall be authorized and approved by the Council of said city upon the recommendation of the Board of Water Commissioners. All bills for water and water service shall be collected and accounted for by said Board of Water Commissioners in the manner and form required by law and all collections shall be deposited with the Treasurer of said city waterworks or deposited as he or she may direct. The municipal waterworks system shall be operated on a fiscal year basis, commencing on July 1 of each year and ending on June 30 of each year. At least 30 days prior to the deadline for budget preparation as set by the state of each year, the Board of Water Commissioners shall cause to be prepared and adopted a detailed budget of the estimated amounts of money to be collected, and the amounts and purposes for which expenditures are to be made in connection with the operation of the waterworks system for the next ensuing fiscal year, a signed copy of which budget shall be filed with the City Clerk. No contracts affecting the waterworks system shall be entered into, or any waterworks revenue bonds issued other than those referred to in the preamble to the ordinances adopted in this subchapter, for extensions, improvements or replacements without the recommendation and approval of said Board of Water Commissioners. All disbursements for account of such waterworks system shall be ordered paid out of the money collected and the original revenues obtained from the sale of said bonds only upon approval of said Board of Water Commissioners.
