§ 31.03 RESPONSIBILITIES.
   (A)   Issues building permits, checks applications for conformity to Building and Zoning Codes. Take permit applications to Council;
   (B)   Sell cemetery lots and graves in Maplewood Cemetery, write deeds for same, enter on cemetery maps, keep records for cemetery, including files;
   (C)   Keep Police Judge docket, collect all fines, send out letters to all persons not paying fines or parking tickets, cause warrants to be issued when required by ordinance. Send abstracts of judgement to Safety Responsibility Division (Charleston);
   (D)   Issue and OK all purchase orders for the city;
   (E)   Issue all city licenses. Send out application forms for all city licenses on June 1;
   (F)   Attend all Council meetings. Prepare agenda for Mayor. Prepare bills and building permit applications for Council. Transcribe minutes into minute book. Send out copies to Council;
   (G)   Prepare payroll checks, Deposit all moneys. Post all receipts and disbursements. Write all checks for bills. Keeps all journals and ledgers according to state requirements. Is Treasurer for the city;
   (H)   Send in all reports, such as Social Security, worker’s compensation, employment security, federal and state income taxes, state sales tax, state public retirement system, State Treasurer. Some are bi-monthly, some are monthly, some are quarterly;
   (I)   Prepare annual budget and submit to Council. After Council approves, submit State Tax Commissioner for approval. Make budget adjustments throughout the fiscal year;
   (J)   Handles all city elections. Secures supplies, clerks and commissioners, receives all filings and fees, handles absentee votes, all according to the State Election Code. Prepare report of Canvassing Board;
   (K)   Handle annual city’s Halloween party;
   (L)   Treasurer of Park and Recreation Department by ordinance; and
   (M)   Secretary for Board of Zoning Appeals. Sets up meetings, takes minutes and transcribes same.
