(A) By the Federal Safe Drinking Water Act of 1974, being 42 U.S.C. §§ 300f et seq. and W. Va. Code Ch. 16, Art. 1 and public health laws, State Bureau for Public Health Chapter 1, Article 5B, the water purveyor has the primary responsibility for preventing water from unapproved sources, or any other substances, from entering the public potable water system.
