The municipality shall bill each customer individually for said sewer use rate on a monthly billing schedule. The rate so charged is established by a separate ordinance. The City Clerk of the municipality shall be responsible for the monthly billing and for the collection of the monthly sewer use rate. The City Clerk of said municipality shall be responsible for establishing a separate account for said sewer use moneys and for depositing all collection from said sewer use rate into said separate account. Said City Clerk shall maintain said account and all records as may be necessary, and shall provide the same for any audit by the State Auditor in accordance with audits of the city.
