(A) Plan required. No person shall initiate any land-disturbing activity without having an erosion and sedimentation control plan approved by the Kings Mountain Stormwater Division except as otherwise noted within this chapter.
(B) Compliance. Person who submits a plan to the Kings Mountain Stormwater Division shall comply with the provisions of § 151.27 of this chapter.
(C) Protection of property. Persons conducting land-disturbing activity shall take all reasonable measures to protect all public and private property from sedimentation siltation caused by such activity.
(D) More restrictive rules shall apply. Whenever conflicts exist between federal, state, or local laws, ordinances, or rules, the more restrictive provision shall apply.
