It shall be unlawful for any person to mar, deface or weaken or guy to or attach any radio antenna or hang any radio antenna or any other wires above or below any electric lines or to tack or in any manner attach or nail any signs or braces or devices of any sort to any electric light poles, or to otherwise make use of any jumper or other device adopted to interference with the proper operation of the meter or by connecting a wire to a power line for lighting purposes where a lower rate is charged than for normal lighting.
