(A) In case of discontinuance of service for any reason except repairs or other necessary work by the city, the customer shall pay the city a reconnect charge before service will be restored.
(B) Where the service has been discontinued for any reason, except for repairs or other necessary work by the city, the city shall have the right to refuse service at the same premises to any other applicant who is a member of the family of the former customer or who resides with the former customer on the premises.
