(A) The contract is made and electricity is sold and delivered upon the express condition that the customer shall not directly or indirectly sell or resell, assign or otherwise dispose of the electricity or any part thereof, to any person, except where service is supplied under a contract specifically providing for resale.
(B) Under no circumstances will the city supply electricity for resale in competition with the city.
