(A) All meters are read monthly and all bills are due and payable on the date of the bill, during regular business hours, at the office of the city.
(B) The word
MONTH, as used herein, and as used in the rate schedules of the city, shall be construed to mean the period of time between the regular meter readings by the city. Meters with a constant of one may be read to the nearest ten kilowatt-hours except in case of initial or final bill. For purposes of establishing billing demand and minimum bills, the nearest whole kilowatt shall be used.
