(A) Notwithstanding § 155.38, upon receipt of a completed application, the Zoning Administrator may issue a certificate of appropriateness for minor works.
(B) MINOR WORKS are defined as those exterior changes which do not involve substantial alterations, additions or removals that could impair the integrity of the property. The minor works shall be limited to those listed in the Commission’s “Design Guidelines”. No application may be denied without the formal action of the Commission. All minor works applications approved by the Zoning Administrator shall be forwarded to the Commission in time for its next scheduled meeting.
