(A) No person shall engage in, participate in, aid, form or start any parade unless a permit shall have been obtained from the Chief of Police; provided that, no person may conduct or otherwise participate in any parade between the hours of 7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., except on Saturdays, Sundays and holidays.
(B) This section shall not apply to:
(1) Funeral processions supervised by a licensed mortuary;
(2) Any governmental agency acting within the scope of its functions; and
(3) Picketing on the sidewalks.
