(A) To be furnished by city; rights of city. The city will furnish all necessary meters. When a meter is moved from one location to another, all expense in connection with the removal shall be borne by the city, except where the removal is at the request of the customer, in which case, the expense will be borne by the customer. The city shall have the right, at its option, to place demand meters, volt meters or other instruments on the premises of the customer for the purpose of making tests with respect to the customer’s service.

(B) Location.
(1) Meters for all residential utility service, and for all other service to the extent practicable, shall be located out-of-doors on the customer’s structure at a place or point which is mutually acceptable to the customer and the city, and which meets all the city’s requirements for reading, testing, servicing accessibility and safety.
(2) Where it is not practicable, in the city’s opinion, to locate the meter and its associated apparatus, if any, out-of-doors, the customers shall provide a suitable indoor location which meets all of the city’s requirements for reading, testing, servicing accessibility and safety.

(C) Inaccuracy. In case of the inaccuracy of a meter, the customer’s bill for the period of such inaccuracy, not to exceed 60 days prior to the last meter reading by the city, the meter readings, shall be adjusted up or down as required to compensate for any meter inaccuracy exceeding acceptable performance per each utility. Electric standard is as follows: (ANSI STANDARDS). The performance of a watt-hour meter is considered to be acceptable when the meter disk does not creep, and when the percentage registration is not more than 102% or less than 98%, calculated in accordance with one of the methods described in 6.1.8. Tested with standards whose accuracy is directly traceable to the National Institute of Standards and Technology (N.I.S.T.) formerly by the National Bureau of Standards.
