The City Council or designee may refuse to grant or renew a driver’s permit for any applicant including but not limited to the following reasons:
(A) Failure to meet or maintain qualifications in § 116.047 and failure to remain in compliance with and all the provisions set forth in this chapter; or
(B) Upon determination that false information had been provided in the application for a driver’s permit.
